We will reach a conclusion only after discussing with all parties.’ However, he said that any concept that failed yesterday will not fail today. “It may have failed yesterday, but it will succeed as time and circumstances change,” Bhattarai said.

Stating that it should be viewed from the perspective of producing more by working for a short period of time, Minister Bhattarai said, “We are still discussing with the experts. If a proper conclusion is reached, this concept can be implemented by cutting other leave.”
